HOTMA Essentials for Rural Development Webinar

The Housing Opportunity through Modernization Act (HOTMA) has significantly revised how eligibility determinations are made for affordable housing programs, including the USDA Rural Development (RD) Program. However, not all HOTMA provisions apply to RD. It is essential for RD professionals to clearly understand which provisions are applicable, which are not, and where Rural Development has issued additional guidance to ensure compliance with HOTMA since the Agency’s implementation date of July 1, 2025.

In this three-hour webinar, Gary Kirkman, Director of Compliance Training at US Housing Consultants, will cover the aspects of HOTMA that apply to the RD program.

  • Changes to Income Inclusions and Exclusions

  • Changes to Asset Inclusion and Exclusions

  • Changes to Imputing Asset Income

  • Changes to Adjusted Income

  • Overview of Changes to Chapter 6 of HB-2-3560
